The Russians squeeze all private businesses whose owners do not agree to work for the enemy. However, the problem for them is that the business is not only premises or goods, but also personnel.
Note that a similar situation is observed in other industries. The Russians cannot find enough teachers, doctors and even workers for their occupation bank.
