As long as Russians fake the turnout and the illusion of supporting the occupation, they can’t even find workers for their administrations.
In this way, almost all the work of administrations is de facto blocked, and exists only in propaganda stories. To find traitors, the Kremlin even launched a competition for future “managers” of “Leaders of Renaissance Z”.
Participants are promised short training in the Russian Federation and further work. But this competition is doomed, because in the region the Russians have no support, except for marginal ones, and therefore all the leading positions are occupied by Russians.
Note that the situation with personnel clearly demonstrates the real state of local support for the occupiers.
