The main requirement for guardians is to obtain a Russian passport. At the same time, they must write an application for renunciation of Ukrainian citizenship, despite the fact that dual citizenship is allowed in Russia.
It should be noted that the Kremlin has set a task for the local occupation administration to passport 80% of the inhabitants of the occupied areas under any conditions by September. It is then that the occupiers hope to hold elections in the region. However, at the moment, locals ignore the initiatives of the occupiers.
