The occupiers are still unable to staff their fake administrations in the temporarily occupied territories.
According to Moscow’s aspirations, the number of Russian touring soldiers in the occupation administrations should be significantly reduced, but there are problems with this. For example, there are occupation administrations in the TOT where the number of staff is 60%.
To overcome the deficit, the occupiers promise the locals a social package and higher salaries and reduce their requirements, but they still cannot staff the offices. Most locals understand that working for the occupiers will have consequences and have no sympathy for the occupation authorities.
