The Russians have already come to terms with the fact that Ukrainians do not want to receive Russian passports.
Thus, from 2025, according to the Kremlin’s plan, all residents of the temporarily occupied territories should receive red waste paper, and the locals continue to resist the initiatives of the occupiers. Therefore, the enemy has already singled out three categories of TOT residents.
The first are those who received a passport of the Russian Federation. The second is those who have a residence permit, if they do not wish to receive a passport. And the third category is “persons without citizenship”, that is, Ukrainians who, in principle, do not receive an enemy’s ID card or passport.
Currently, the occupation administration is beginning to campaign for the latter to receive a permit in order to report on their successes, because the purpose of the entire action is to “legalize the occupation” and demonstrate the loyalty of the locals to the Russian authorities.
