The enemy is still unable to fill all positions in the occupation administrations due to a lack of applicants. Therefore, the Russians began recruiting “veterans” without experience as part of the Time of Heroes program.
In this way, the occupiers are also solving the demographic issue, as new officials bring their families to the TOT and settle in the homes that were taken from Ukrainians.
