The invaders cannot fulfill the Kremlin’s plan to issue Russian passports to Ukrainians in the temporarily occupied territories of Ukraine. The Kherson region is a particular failure of this campaign. Only 240,000 people have been forced to exchange their Ukrainian passports for Russian ones. This is negligible in relation to the plan.
Because of this failure, the Russian Ministry of Internal Affairs allowed Ukrainians without the appropriate document to stay in the occupied territory without any time limit. However, this is subject to a fingerprinting procedure, photography and medical examination. Such a document must be obtained by 31 December 2024. Otherwise, they will be deported.
The Russians are using all means to pressure the local population to take the Russian “document”.
