In addition to the register of “ownerless” dwellings, the Russian occupiers have begun to create a similar database and are launching the process of appropriating land plots from local residents in the TOT of Ukraine. Starting March 1, 2025, land plots for individual housing construction and personal subsidiary plots will be confiscated from their owners if no construction has been carried out on them in the last two years.
The Russians have explained the conditions for confiscating a summer cottage from the owner. The process will be as follows: if the supervisory authorities determine that the land has not been used for two years, the owner will automatically be deprived of the right to own the land. There is complete silence about the criteria for determining the use of the land.
Representatives of the occupation administrations continue to carry out raids in the temporarily occupied settlements of Ukraine and identify premises that have no owners and have not been re-registered in accordance with Russian law. This is done with the aim of appropriating them for the needs of the Russian occupiers.
