The Russians hoped to fill the shortage of workers in the occupation administrations in the temporarily occupied territories with so-called “veterans of the Svo”, but in vain.
To implement the plans, the enemy created the “Time of Heroes” program, which was supposed to select a sufficient number of “veterans” who had to have at least a secondary education and a desire.
However, even such a low level of requirements became an obstacle, as most Russian militants do not have even minimal skills to learn. As a result, the Russians extended the program for three months due to the critical low number of participants.
