The decision was initiated by the Russian dictator Vladimir Putin, who, instead of helping his ally, recognized his defeat early and did not risk the “grain”.
Assad’s inner circle, which makes money from Ukrainian grain, has suffered serious financial losses, because instead of helping, the Kremlin has deprived the Assad regime of food and currency. At the same time, the order not to enter the port further demoralized the dictator’s army and hastened his downfall.
