Occupiers Implement “Filtering” of the Local Population in the TOT of Donetsk Region to Identify Ties with the Ukrainian Defense Forces

The Russian occupiers continue to employ repressive tactics to establish total control over the local population in Ukraine’s temporarily occupied territories (TOT) in the east. By the end of 2024, they had deployed military commandant’s offices in occupied settlements and introduced the so-called “filtering” process targeting local residents.

This “filtering” process includes rigorous identity checks, interrogations, and searches. The primary goal of these measures is to identify individuals with ties to the Ukrainian Defense Forces and suppress any signs of disloyalty to the occupation regime. Those subjected to these procedures often face intimidation, arbitrary detention, and even torture at the hands of Kremlin operatives.

In reality, the occupiers use these actions as a tool of repression, seeking to establish total dominance over the local population. The Kremlin continues its futile attempts to eradicate resistance in the TOT, relying on fear and coercion as its primary means of control.
