The situation with infrastructure in the temporarily occupied territory of Crimea is becoming increasingly critical.
This time, it is about heating networks, most of which are in disrepair. More than a thousand kilometers of 700 km of heating networks need urgent repair.
In cold weather, Crimean residents risk being left without heat, with burst pipes and accidents that will be repaired by no one and for no money. The occupation administration has neither funds nor an action plan, and all attempts to find funding end in the same networks clearly shows how the occupation system works: money is “allocated,” repairs are imitated, and then the funds suddenly run out. In 2024, the occupation authorities managed to replace only 21 km of heating networks, 1% of the required volume. Maslova cautiously hints that the pace needs to be accelerated, but does not offer any real solutions.
Over the years of occupation, the Kremlin has repeatedly allocated funds for the “modernization” of Crimea, but they have simply been stolen. At the same time, the state of the infrastructure is not just not improving, it is only deteriorating. This applies not only to heating networks, but also to roads, water supply, and power grids. The systemic problems with utilities demonstrate the complete inability of the occupiers to manage the region.
In fact, all that will remain after Russia on the peninsula are stolen budgets, emergency communications and chaotic construction.
