Teachers in the TOT Left Without Salaries as Occupiers Once Again “Forget” Their Promises

The Russian occupation administration in the temporarily occupied territories (TOT) of the Zaporizhzhia region has once again demonstrated its complete inability to provide even basic social guarantees. This time, teachers in the TOT are facing long delays in salary payments, which the occupiers justify with the so-called “implementation of a new payment program.”

Amid chronic staffing shortages and a mass exodus of educators fleeing the occupied region for Ukraine-controlled territory, the invaders are effectively forcing those who, for various reasons, were unable to leave to work without pay. Moreover, they are being coerced into teaching subjects aligned with Kremlin propaganda narratives — discrediting Ukraine, the Armed Forces, and the heroic resistance of the Ukrainian people in the TOT.

This situation is yet another reminder that all the Kremlin’s promises of “social guarantees” for TOT residents are nothing more than empty propaganda. It is important to recognize that such cases are not isolated incidents.

Recently, we reported that the occupiers owe 1.3 billion rubles in unpaid wages to miners in the TOT of the Luhansk region, alongside salary delays for doctors and utility workers. All of this further proves that the Russians do not view local residents as citizens, but rather as a temporary resource to be exploited and discarded.
