In February, a record number of failures were reported in heating networks due to a shortage of utility workers and a lack of funding for deteriorating infrastructure. As a result, residents of the occupied Zaporizhzhia and Donetsk regions are repeatedly left without heating.
The occupation administration refuses to address the issue, citing a shortage of specialists and insufficient funding. However, despite these claims, the rotation of utility workers from Russia has been suspended.
