Ukrainian farmers in the temporarily occupied territories (TOT) are now required to confirm their agricultural activities. This status can only be granted if all legal documentation for land, materials, and technical facilities is re-registered under Russian regulations.
In the temporarily occupied territories of the Luhansk region, only 175 agricultural enterprises out of the 1,021 that were operating efficiently before the full-scale invasion have managed to obtain this status. The rest have either been “nationalized” or are in the process of being seized by the Russian occupation administrations.
Additionally, the Kremlin has mandated that all farmers must obtain Russian-style driver’s licenses for tractor operators. The document replacement process will last until the end of December 2025. Farmers who fail to comply with this new requirement set by Russian occupiers risk having their equipment confiscated.
