More than eighty percent. That is the number of housing and communal services workers in Donetsk Oblast that are currently lacking. As a result, there are mountains of garbage in cities, unauthorized landfills, total unsanitary conditions, swarms of rats, faulty water supply systems, and lack of heating. This situation leads to an aggravation of the humanitarian situation in the temporarily occupied Ukraine.
And even the promised high salaries or improved working conditions and social guarantees cannot change the situation with the shortage of workers. This is because the occupiers’ promises remain just that, promises. For the most part, employees of public utilities have not been paid for months.
There is another glaring problem in the housing and utilities sector of the occupied territories. Here, the occupiers appoint unqualified people as heads of such institutions, general managers without the necessary education and experience, who are not able to manage the team and the enterprise. The occupiers even complain to the Kremlin about this.
