The Kremlin is not satisfied with the progress of passportization in the temporarily occupied territories.
Mobile and stationary passport issuing points continue to operate in the occupied parts of the Donetsk and Luhansk regions. Field teams are also working to receive documents and issue Russian passports to residents of the region.
At the beginning of March, 19 stationary and one mobile passport application and issuance points were operating in the temporarily occupied territory of the Luhansk region. Since the end of April, mobile teams have been operating to issue and deliver passports to the elderly. In effect, they are forcibly issuing documents to pensioners.
Volunteers from Russian NGOs such as the Young Guard of the political party Edinaya Rossiya, the Volunteer Company of the Battle Brotherhood (Boevoe Bratstvo), and local collaborators are involved in the work of stationary offices and field teams. The Ukrainian underground keeps track of the collaborators who serve the occupiers.
