The Russians failed to recruit the number of Ukrainians from the temporarily occupied territories planned for 2024 into their army.
The enemy planned to recruit 10,000 Ukrainians from the TOT in 2024, but these plans could not be realized due to the reluctance of the locals to fight with their homeland. Even an increase in the one-time payment from 200 to 400 thousand rubles did not help the Kremlin.
As of early December, the Russians had managed to recruit about 4,000 Ukrainians, and the vast majority of them have been living in the territories occupied since 2014. Such low figures have led to inspections in the occupation administrations, which resulted in the Kremlin announcing “personnel decisions.”
