The Russians want to fill vacancies in the occupation administrations with so-called veterans, and for this purpose they are training militants in Russia.
Terrorists are trained in Senezh (Moscow region) as part of the “time of heroes” program. after training, the militants are sent for internships in the administrations. At the same time, collaborators also undergo additional training in Pyatigorsk. So far, 35 people have been taken there, including heads of district councils and deputies from the TOT in eastern Ukraine.
The shortage of personnel has arisen as a result of the fact that the vast majority of the local population does not cooperate with the enemy despite years of occupation and the humanitarian crisis artificially created by the Russians.
