Particular attention is paid to the temporarily occupied Crimea, where the occupation authorities have been implementing the federal system of training citizens for military service for ten years. The enemy intends to develop further the same network in the TOT of Kherson and Zaporizhzhia regions.
According to the Kremlin’s decision, zonal centers for military-patriotic education and preparation of citizens for military service should be established in each municipal entity of the Russian Federation. The occupiers pay special attention to young people, which is why they are actively expanding the activities of regional branches of the all-Russian children’s and youth public movement “Yunarmiya” (Youth Army) in each subject of the Russian Federation.
Forced methods are implementing these programs in Ukraine’s TOT. The occupiers are trying first to change young people’s self-identification, make them more supportive of Russian rule, and then attract them to the ranks of their law enforcement agencies and the occupation army.
For example, the occupation administration of the Russian Federation in the TOT of Sevastopol is working on the issue of creating a training and methodological center for military and patriotic education of youth, “Avangard,” within the city. The main purpose of such centers is to provide services in the field of military-patriotic education of youth and popularize military and other public services.
The location of such a center is already known as Patriot Park. Construction and installation work is scheduled for 2025-2027. According to Kremlin estimates, about 5,000 Ukrainian children from the occupied peninsula will be trained annually at the center.
Such centers also actively cooperate with the centers of the post-Soviet DOSAAF (Voluntary Society for the Assistance of the Army, Aviation and Navy), where high school and university students take specific training courses. For example, after completing driving school, in addition to a driver’s license, they are assigned a primary military specialty and included in the reserve of the Russian Armed Forces.
On the territory of the Crimean Peninsula, this training is carried out in close cooperation with the command of the Russian Black Sea Fleet, as they will primarily take such “recruits”.
The National Resistance Center calls on citizens in the TOT to evacuate their high school-age children and students. The Russian authorities consider them exclusively mobilization resources, regardless of their gender.
