Representatives of the Russian occupation forces are using civilians in the temporarily occupied territories (TOT) as human shields—an inhumane tactic that has long characterized their operations.
In the TOT of eastern Ukraine, particularly near the settlements of Horlivka and Kurakhove, the occupiers deliberately position military equipment and personnel within civilian residential areas, exploiting local populations as shields for their activities. Schools and hospital departments have also been repurposed for military deployments, placing innocent civilians in grave danger.
Additionally, in densely populated regions, the occupiers deploy air defense systems and mobile electronic warfare units directly within residential neighborhoods, further endangering local residents by using them as buffers to deter potential strikes.
