Occupiers Drive the TOT to a Garbage Collapse: Waste Disposal Crisis in Donetsk Region Worsens

The municipal solid waste (MSW) disposal crisis in the temporarily occupied territories (TOT) of the Donetsk region is reaching a critical point. The Russian occupation administration (ROA) has completely failed to maintain a functioning waste collection and recycling system, leading to growing frustration among local residents.

The causes of this environmental catastrophe are evident: after years of occupation, the waste disposal system has collapsed due to a total lack of maintenance. The occupiers have not only neglected its upkeep but now entirely ignore the worsening crisis.

The absence of separate waste collection, the lack of specialized recycling facilities, and the uncontrolled accumulation of garbage have led to a severe deterioration in waste management. As a result, the occupiers have triggered potentially irreversible environmental damage.

The crisis is further aggravated by a severe shortage of public utility workers, as many employees have been forcibly mobilized into the Russian occupation army by the ROA.

This situation is yet another demonstration that the occupiers have no regard for the well-being of Ukrainians in the TOT. The Russian Federation’s interests remain solely focused on exploiting the region’s resources and maintaining absolute control over the local population.

The National Resistance Center emphasizes that the ROA is deliberately neglecting the communal sector, pushing the region toward an environmental disaster while simultaneously depleting the workforce through forced mobilization. This blatant disregard for civilian well-being constitutes a direct violation of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.
