The situation in Ukraine’s temporarily occupied territories (TOT) of eastern Ukraine remains dire, with critical failures in utility operations. In Makiivka, the Russian occupation administration (RMA) is attempting to create the illusion of “normal operations,” but the housing and communal services sector is facing catastrophic staffing shortages. According to the so-called “head of the Makiivka district,” Gauleiter Vladislav Klyucharev, the sector is operating at only 50% capacity. While at least 1,500 employees are needed to maintain stable water and heating systems, fewer than 700 workers remain.
The root cause of this crisis is the criminal mobilization efforts of the Russian Armed Forces (RAF), supported by the Russian occupation forces (ROV), which have forcibly conscripted much of the local male population of military age. A similar situation exists in the TOT of Luhansk, where public transport operations are paralyzed. As previously reported, only a third of the required public transport drivers remain on duty, with most having been forcibly conscripted into the Russian military during the early stages of the full-scale invasion. The Russian occupation administration has failed to recruit at least 300 drivers needed to restore even minimal city transportation services.
The National Resistance Center highlights that the forced mobilization of Ukrainian citizens in the occupied territories constitutes a direct violation of Articles 49 and 51 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.
