Occupiers Introduce New Taxes and Reporting Forms in the TOT, Continuing to Exploit Ukrainians

At the beginning of this year, the Russian occupation authorities introduced new taxes and reporting requirements for residents in the temporarily occupied territories (TOT) of the Kherson region. These changes to tax returns and accounting procedures have further exacerbated hardships for the local population, particularly for those striving to sustain or establish small businesses. Residents are now compelled to comply with illegitimate taxation rules imposed by the occupiers.

Small businesses, already struggling under constant pressure, repression, and unlawful demands by the occupation regime, are now on the verge of total collapse. The real aim of these so-called “reforms” is not to support local development but to establish tighter financial control over the region’s economy. By “optimizing” these processes, the occupation authorities are systematically tightening their grip, destroying the remaining economic potential of the region. Consequently, residents are left to fight for basic survival amidst systemic exploitation and financial extortion.
