The russian administrative vertical in the TOT creates detailed lists with data on Ukrainian children who are used for the needs of the Russian authorities. It is not only about those “departments” of the occupation administrations that “specialize” in children and youth, but also about units that are allegedly not directly related to this.
The lists are used to select children for transportation to Russia and their involvement in propaganda activities supervised by Maria Lvova-Belova and her family (Lvova-Belova has an arrest warrant issued by the international court in The Hague on suspicion of deporting children). In addition, children are ranked according to their “reliability” for the occupiers.
The documents of Olesya Ryzhkova were brought to the center of national resistance. She is a resident of Dzhankoy (Crimea), a longtime collaborator who has now been sent to work for the TOT in Zaporizhzhia region. She works as a lawyer in the “department of housing and communal services” of the Melitopol Regional Administration.
In particular, we have tables listing the personal data of more than 300 Ukrainian children from the occupied territories. It also includes the children’s age, place of study, phone numbers and names of their parents.
The NRC publishes individual images from the table without providing the full personal data of the children and their parents.
The peculiarity of the table is that some elements are colored green, yellow, or red. There is no explanation for this particular color scheme in the table. However, in a number of cases, someone leaves comments along the side. For example, in the image above, the red-colored box contains the instruction in Russian “very carefully!”
Such comments are not left everywhere, but a detailed study of the available ones suggests that they are a kind of “reliability rating.” Green seems to mean high reliability for the occupiers. In the image above, one of the green ones says “athlete, good boy”. The yellow one says “pay attention” and the red one says “prone to politics”.
The table also shows that if a teenager “likes Ukrainian music,” this is a reason to keep a close eye on him or her.
If a teenager “tends to be influenced” (it is not clear by whom), this is a good sign, but “clear rejection” (also not clear of what) is a cause for particular concern.
The table also shows that it is filled in by different people, because the format of the data is not the same-some people write in capital letters, and some in small letters. There are different fonts. Some people indicate the dates of birth of their children, while others indicate the grade of school.
For the occupiers, “talking a lot” is already a sign of unreliability.
The part of the table at the end shows that it continues to be filled in, as there is less information and the mysterious comments and colors almost disappear. This also suggests that comments and colors can be added by people other than those who provide personal data about children.
Children are also used to create numerous PR stories about the successes of certain representatives of the Kremlin regime who “take care of children” from the TOT of Ukraine.
We urge parents in the occupied territories to be attentive to the communication of Russia representatives with their children. If possible, do not agree to proposals to take their children to “improve their health”. If this is not possible, please report such cases to the Resistance chatbot or other channels of communication with the Defense Forces.
All such facts will serve as additional evidence of the crimes of the Russian occupiers and collaborators. At the same time, we remind you that the key is your and your children’s safety, which should be a priority.
