Russians are expanding the staff of “civil defense” rescuers in Kaliningrad and the Caucasus
The occupiers consider the Kaliningrad and North Caucasian districts to be in danger of intensifying hostilities, and that is why they have begun forming new emergency units to organize the civil defense.
Currently, the occupiers are actively recruiting personnel for rescue military formations of the Ministry of Emergency Situations in these regions and are conducting measures to deploy the civil defense system.
Due to this they cannot staff similar units in the temporarily occupied territories of Ukraine, because most of the Russian rescuers prefer to go on business trips to Kaliningrad or the Caucasus, when they are given a choice.
