The Russian occupiers are implementing a control scheme over livestock owners in the temporarily occupied territories (TOT), similar to the system imposed on farmers.
The occupation authorities plan to establish a single operator for meat sales, forcing all farms to sell their products at below-market prices. In return, the occupiers claim they will compensate the losses through subsidies.
This system will make all livestock farmers entirely dependent on the occupation administration. Meanwhile, the so-called “state operator” will resell the meat to businesses affiliated with occupation leaders (gauleiters), who will then sell it at market prices and pocket the profits.
