This applies to a number of seized factories in the temporarily occupied territories, mines, and railroad workers. The occupation administration promises to pay the rest of the salaries in February.
It should be noted that the Russians have destroyed the economy in the occupied territories, and these regions are now fully subsidized and dependent on Kremlin payments. However, economic problems in Russia itself lead to delays in these payments.
