The Kremlin intends to equate civilian personnel of its armed forces, doctors, military correspondents, employees of invading administrations, and technical services involved in the invasion of the TOT of Kherson and Zaporizhzhia regions. In the second half of 2022, the invaders agreed on such a decision for the TOT of Donetsk and Luhansk regions.
In this way, the Russian political leadership is trying to reassure the families of such “tourers” who died during the hostilities, and there are about three hundred of them. The Russians involved civilian doctors, without prior mobilization, bloggers, and military correspondents, who also did not belong to the structural units of the Russian Armed Forces, to meet the needs of the troops.
The Russians also engaged many specialists on a rotational basis to support the actions of the invading forces:
- engineers and technicians from Russian machine-building plants to repair equipment directly on the TOT;
- power grid engineers to reconnect power lines to Russian networks, and power engineers to maintain generating facilities in the TOT (ZNPP, WPP, SPP, etc.)
- civilian logistics companies to deliver equipment and construction materials to the Russian military;
According to Russian officials, this will further encourage civilians to support the Kremlin’s invasive actions. This status of “participant of the armed forces” will provide additional social guarantees, including tax benefits, vouchers to sanatoriums, and the right to purchase land on a priority basis.
The National Resistance Center reminds that any assistance to the activities of the invading forces and their administrations endangers the health and lives of these individuals. These persons may become accidental victims in wartime, as the invaders do not adhere to any rules of war and international conventions and hide behind civilians.
