One of the Kremlin’s proposed solutions to address the staff shortages in the temporarily occupied territories (TOT) is to recruit so-called “veterans of the Russian Federation” into the Russian occupation army. This initiative is part of a propaganda program known as “Time of Heroes.” However, even this approach faces significant challenges. The program requires candidates to possess a minimum level of intellectual ability and hold a higher education degree—criteria that are proving difficult to meet within the occupation army.
