The mortgage program is not in demand, because Russians are in no hurry to buy housing in a foreign country in a war zone. Therefore, the Kremlin introduced mandatory state insurance in case of loss of such housing.
All these initiatives are designed to populate the temporarily occupied territories with Russians instead of Ukrainians and to change the demographic composition of the population.
However, all these hopes are in vain, because all captured territories will be liberated, which is understood by the majority of Russians themselves, despite Moscow’s propaganda.
