Drug trafficking has long been a significant source of illicit revenue for the Kremlin, and the temporarily occupied territories (TOT) are no exception.
The National Resistance Center (CNS) has obtained evidence implicating Maxim Yukhman, an officer of the Russian National Guard (Rosgvardia), in protecting and facilitating drug trafficking operations in the TOT. These criminal networks, operating under the Kremlin’s protection, serve as a key financial channel for the occupying regime.
Yukhman’s career has been deeply entangled with corruption and organized crime. He previously served in the Russian Federal Drug Control Service (FDCS) until the agency was dissolved and its responsibilities were transferred to the Ministry of Internal Affairs. However, his extensive ties with drug traffickers allowed him to continue his activities, eventually securing him a position as head of coordination for anti-drug commissions within Rosgvardia.
Unsurprisingly, Yukhman was later entrusted by his superiors with overseeing drug trafficking operations in the TOT, ensuring protection for criminal networks in exchange for regular bribes.
The CNS not only possesses testimonies and documentary evidence of Yukhman’s activities in the TOT but also personal records concerning the criminal and his family.
This is only a fraction of the documents. The majority are currently under review to compile an evidence base for prosecuting the occupier for crimes against the Ukrainian people.
