The Russian occupation authorities continue to systematically integrate the temporarily occupied territories (TOT) of Ukraine into their own political and legal system. Using coercion, repression, and propaganda, the invaders are attempting to establish occupation administrations in accordance with Russian standards, while completely dismantling the Ukrainian legal and administrative system.
As part of this effort, the occupiers are working to completely restructure governance in the occupied territories, including replacing local self-government structures. Legal transformations are being carried out to ensure that all administrative processes conform to the legal system of the Russian Federation. Financial and economic integration is also underway, including the introduction of the ruble zone and the forced re-registration of businesses. Additionally, the occupiers are exercising control over education and healthcare, imposing Russian curricula and so-called Russian healthcare standards.
The primary goal of these measures is to erase Ukrainian identity and create conditions for a prolonged occupation. The consolidation of Russian administrative norms is intended to make it more difficult for Ukraine to reclaim these territories.
Despite this, the local population in the occupied regions continues to resist the occupation regime. The underground resistance network grows stronger and larger every day. The forces of the Resistance Movement persist in their efforts to liberate these territories.
The National Resistance Center emphasizes that after the de-occupation of the temporarily occupied territories, all occupiers and those who have committed crimes against Ukraine and its citizens will inevitably be held accountable. This includes war criminals — those responsible for murders, torture, deportations, looting, and the destruction of civilian infrastructure — who will be prosecuted in accordance with both international law and Ukrainian legislation.
Collaborators — Ukrainian citizens who have cooperated with the occupiers, betrayed their country, and participated in the repression of their compatriots — will face justice under Article 111-1 of the Criminal Code of Ukraine (collaborationism). Additionally, representatives of the occupation administrations—those who helped the Russian regime maintain control over the TOT— will not escape responsibility.
De-occupation is not only about reclaiming territory — it is about restoring justice!
