In the temporarily occupied territories, there is a significant shortage of locals to serve the occupiers. This time, the Russians are trying to find cadets for the Luhansk branch of the Voronezh Institute of the Ministry of Internal Affairs.
However, the locals are in no hurry to join the police force. So the branch is half empty. Even the free form of education and the absence of exams do not help to improve the situation.
Thus, the enemy has to continue to send its police officers to the occupied regions on a rotational basis. Each of them is a legitimate target for the Resistance Movement forces.
