After the seizure of the regions, most of the population left the TOT, and a significant number of locals do not cooperate with the enemy on principle. As a result, Russians are forced to spend additional resources and bring touring artists from Russia.
At the same time, workers from Russia are paid higher wages to make them go to a foreign country to occupied lands. For example, the enemy brought workers from Arkhangelsk to the TOT of Zaporizhzhia to work at seized enterprises, including repairing enemy equipment.
It should be noted that the Russians also use the brought touring workers for propaganda activities, in particular, as extras at “celebrations” or “voting”.
