The russians cannot staff the structural units of the occupation executive authorities at maintenance.
In some cases, understaffing reaches 90%. The reason is the refusal of russians to work in the temporarily occupied territories because of the risks and uncertainty of the future fate of the territory, because russians are not sure that they are “here forever.”
Locals also mostly either left the region or refuse to cooperate with the enemy.
Thus, the occupation administrations still cannot fully launch and the russians are forced to look for personnel resources in the regions.
