Ukrainians in the Temporarily Occupied Territories Will Be Left Without Medical Care

The occupation administrations in Ukraine’s temporarily occupied territories (TOT) are introducing yet another restriction on the rights of local residents who have not obtained Russian passports—this time concerning medical services.

Starting January 1, 2026, no resident of Ukraine’s TOT will be able to receive medical treatment without a so-called “health insurance policy.” However, obtaining this “policy” is impossible without a Russian passport.

Since the beginning of the full-scale invasion, Russia has been conducting a large-scale campaign of forced passport issuance in the occupied territories. The occupiers frame this process as “caring for the locals,” but in reality, it is an illegal tactic aimed at subjugation, control, and the destruction of Ukrainians’ national identity.

You can stop the policy of the Russian invaders and their collaborators by publicizing their crimes and demanding their international prosecution. You can also participate in rallies in support of Ukraine or donate to the Armed Forces of Ukraine.
