Russians blocked the possibility of evacuating civilians in the TOT after the hydroelectric power plant explosion

Hundreds of people in the settlements on the temporarily occupied territories of the left bank of the Kherson region have been blocked from evacuating.

The Oleshky community is one of the most affected by another Russian crime. The Russians have committed the crime three times – the first time by occupying the community in 2022. The second time was when they blew up the dam of the Kakhovka hydroelectric power plant, which led to significant destruction of the community and casualties. The third time is when they fail to provide help to the affected civilians, although they are obliged to do so under the Geneva Conventions.

According to people who were able to evacuate from the disaster area to the territory controlled by Ukraine, the invaders imposed a 20-day quarantine, which complicates access to the town of Oleshky. 

The invaders do not allow people to leave the city without a Russian passport. It can only be obtained in the occupied Skadovsk, which is impossible to get to. 

Cases of shooting those who tried to evacuate have been recorded. Russian soldiers on boats patrol the city, ignoring people and animals drowning or sitting on the roofs of houses.

According to information received from a guerrilla network in the TOT of the Kherson region, the occupation administration headed by Vladimir Saldo deliberately misled the population about the consequences of the Kakhovka hydroelectric power plant explosion and did not conduct a mass evacuation.

Saldo claimed that there was no need for a total evacuation, that the warning of danger in Hola Prystan, Kardashinka, Zaliznyi Port, and other settlements was issued a day after the destruction of the hydroelectric power plant, provided that the critical water level in the flooded area reached 10-12 meters, and a huge number of people were in a desperate situation without drinking water, food, medical care and the ability to evacuate.
