Occupiers engage youth to work in occupation administrations

Kremlin political technologists in the TOT have launched a campaign to promote “state” and “municipal” service among young people aged 18 to 35. In this way, the occupiers are trying to fill the shortage of personnel in the occupation administrations.

The programme is called “GosStart”, and its development was carried out by order of the Deputy Head of the Presidential Administration for Internal Policy, Evgeny Nikolaevich Grachev (Russian: Грачев Евгений Николаевич). This process is supervised by the Russian federal agency for youth affairs, Rosmolodezh.

According to the campaign plan, at the initial stage, young people are involved in “youth councils” and internships in the occupation authorities, and later, after receiving a Russian passport and passing a special check, they are employed.

The National Resistance Centre warns that work in the occupation authorities is regarded as collaboration and is subject to criminal prosecution.

Article 111. of the Criminal Code of Ukraine – Collaborative activity:

1. Public denial by a citizen of Ukraine of the armed aggression against Ukraine, establishment and confirmation of the temporary occupation of a part of the territory of Ukraine or public calls by a citizen of Ukraine to support decisions and/or actions of the aggressor state, armed formations and/or occupation administration of the aggressor state, to cooperate with the aggressor state, armed formations and/or occupation administration of the aggressor state, to non-recognition of the extension of state sovereignty of Ukraine to the temporarily occupied territories of Ukraine

shall be punishable by deprivation of the right to hold certain positions or engage in certain activities for a term of 10 (ten) to 15 (fifteen) years.

2. Voluntary occupation by a citizen of Ukraine of a position not related to the performance of organisational, administrative or administrative-economic functions in illegal authorities established in the temporarily occupied territory, including in the occupation administration of the aggressor state

shall be punishable by deprivation of the right to occupy certain positions or engage in certain activities for a term of 10 (ten) to 15 (fifteen) years with or without confiscation of property.
